In order to implement the deployment requirements of the Party Central Committee and the State Council on optimizing the business environment, consolidate the primary responsibility for quality and safety of construction units, strengthen the implementation of the main responsibilities of survey and design units, and give full play to the quality control role of construction drawing review agencies, we are now optimizing the city's housing construction And the relevant requirements for the management of construction drawing design documents for municipal infrastructure projects are notified as follows.
1. From October 1, 2023, the review and filing of the construction drawings of the city's housing construction and municipal infrastructure projects will be automatically completed by the Chongqing Construction and Municipal Engineering Construction Drawing Joint Review System (hereinafter referred to as the "review system"), and the construction unit will no longer Submit construction drawing review and filing materials.
2. the implementation of the "Notice on Further Optimizing the Construction Drawing Review of Housing Construction and Municipal Infrastructure Projects" (Yu Jian Kan Shi [2020] No. 20) requirements, decoration projects with a total construction area of less than 1000 square meters have not carried out construction drawing review For housing construction projects, housing and urban-rural construction departments at all levels should strengthen the supervision of construction drawing design documents during and after the event, and conduct full coverage quality inspections.
3. from October 1, 2023, for decoration projects and housing construction projects with a total construction area of 10000 square meters or less (except those involving high cut slopes, deep foundation pits, and high fills), after the construction unit uploads the construction drawing design documents To the review system, you can apply for a construction permit in advance by submitting the "Construction Drawing Design Document Quality Commitment" (Annex 1). For projects that apply for construction permits in advance, the construction drawing review certificate shall be obtained within 15 working days after obtaining the construction permit (for special construction projects, fire protection design review opinions shall be provided).
If the construction drawing review agency cannot complete the construction drawing review within 15 working days for the project that has processed the construction permit in advance, it shall fill in the "Construction Drawing Review Report Form" (Annex 2) at least 2 working days in advance, and report the relevant information to the project. The competent department of housing and urban construction under its jurisdiction shall inform the construction unit.
The implementation requirements of the project construction engineering survey and design specifications for which the construction permit is processed in advance shall be subject to the time when the construction drawing review certificate is obtained.
The competent departments of housing and urban rural construction at all levels in the 4. shall strictly supervise and urge the projects that apply for construction permits in advance to complete the construction drawing review on time. If the construction drawing review certificate is not obtained on time, the competent department of housing and urban rural construction under the jurisdiction of the project shall order it to stop work and verify After the situation, the relevant responsible units shall be notified, and the relevant responsible units shall be dealt with in accordance with the law. After the construction unit takes the lead to complete the rectification and obtain the construction drawing review certificate, the construction can be resumed; if the construction drawing review agency fails to complete the review project on time and fails to report the construction drawing review, in addition to dealing with the relevant responsible units, the construction drawing review agency shall be notified at the same time.
