In recent years, the quality level of engineering survey and design in our city has been steadily improved, which provides an important guarantee for the quality and safety of construction projects. However, there are still problems such as malicious low-price competition, irregular enterprise management system, lack of effective guarantee of reasonable cycle and cost, suspected fraud of survey and design data and documents, and failure to strictly implement mandatory standards for engineering construction. In order to further strengthen the quality supervision of engineering survey and design and standardize the market order of survey and design, you are hereby notified of the relevant matters as follows:
1. fully understand the importance of survey and design
Survey and design is the foundation of engineering construction, is an important guarantee to improve the level of project quality and investment efficiency, play a leading role in engineering construction, has a significant impact on the development of urban construction. The competent department of housing and urban-rural construction must fully understand the importance of strengthening the quality management of engineering survey and design, further enhance the sense of responsibility, urgency and mission, and solidly promote the effective and orderly development of engineering survey and design quality management. Relevant units must strictly abide by relevant laws and regulations, implement relevant standards, advocate high quality and good prices, and promote orderly competition in the industry. Industry associations must adhere to fairness and public welfare, enhance credibility, promote industry unity of thinking, reach consensus, and serve the development of the industry.

The construction unit shall not put forward to the survey and design unit the requirements that do not conform to the laws and regulations and mandatory standards for the safety production of construction projects. The construction unit shall independently entrust the survey field witness unit and the construction drawing review organization to strictly implement the survey field witness system and the construction drawing review system. If the construction drawing design documents (including survey documents) of the construction project involve major design changes, the changed construction drawings shall be sent to the construction drawing review organization for review.

Survey service units should further strengthen the training of survey service personnel to ensure that survey field operators are certified.
4. Strengthen Quality Supervision of Engineering Survey and Design

5. strengthen industry self-discipline
Industry associations should establish and improve the self-discipline mechanism of the survey and design industry, improve the industry's professional ethics standards, and information on the cost elements of engineering survey services, guide survey and design units to operate in good faith and compete fairly, and conduct violations of laws and regulations, malicious low-price competition, etc. It is necessary to promptly report to the housing and urban-rural construction authorities for inclusion in key supervision, and jointly maintain the healthy development environment of the survey and design industry.
6. other requirements
(I) Strict Implementation of Survey and Design Document Review System
The construction drawing review agency shall, in strict accordance with relevant laws, regulations, and regulatory documents, review the contents of the construction drawings that involve public interests, public safety, and mandatory standards for engineering construction, and strengthen the verification of the original survey records and testing, test records, etc. It is strictly forbidden to issue false review reports.
