According to the "Technical Points for Special Examination of Seismic Fortification of Over-limit High-rise Building Engineering" (Jianzhong [2015] No. 67) and the current relevant national engineering technical standards, combined with the actual engineering practice of our city, our committee commissioned Chongqing over-limit High-rise Building Engineering Seismic Fortification Examination Expert Committee and Chongqing University revised the "Chongqing Over-limit High-rise Building Engineering Definition Regulations (2016 Edition)" (hereinafter referred to as the original "Regulations") "), formed the" Chongqing City over-limit high-rise building project definition provisions (2023 Edition) "(hereinafter referred to as the" provisions "). After public consultation and examination and approval by experts, it is hereby issued and the relevant matters are notified as follows:
All 1. survey and design units and construction drawing review agencies shall promptly organize relevant professional and technical personnel to carefully study the relevant contents of the "Regulations", and strictly implement the "Regulations" in the survey and design of construction projects.
2. the new construction, reconstruction and expansion of high-rise building projects within the scope of our city, in the preliminary design stage, the survey and design unit should carefully fill in the "Chongqing high-rise building engineering structure seismic overrun determination form" (hereinafter referred to as the "determination form"), and determine whether the building structure exceeds the limit. If it belongs to an out-of-gauge high-rise building project, the construction unit shall apply to the municipal housing and urban-rural construction department for a special review of the seismic fortification of out-of-gauge high-rise building projects in accordance with the "Regulations on the Management of Seismic Fortification of Out-of-gauge High-rise Building Projects" (Order No. 111 of the Ministry of Construction).
When conducting preliminary design approval, the competent departments of housing and urban-rural construction at all levels in the 3. shall strictly review the implementation of the "Regulations" by the survey and design units and the implementation of the expert opinions on the special review of seismic fortification. High-rise building projects that do not meet the relevant requirements shall not be approved for preliminary design.
When carrying out the review of construction drawings, the 4. construction drawing review institution shall verify and sign the survey and design unit to implement the preliminary design approval opinions (except for the items that do not need to carry out the preliminary design approval), the special review expert opinions on seismic fortification and the correctness of filling in the "Determination Form. The "judgment table" shall be used as the attachment material of the construction drawing review certificate. For high-rise building projects that do not meet the relevant requirements, no construction drawing review certificate shall be issued.
5. The Regulations shall be implemented as of January 1, 2024.
